is it possible to send all customers a reset password email in bulk?

Not quite, but there are a couple of steps you can do to get the same effect.

 

1. Change every customer password in bulk using the import wizard: https://www.netohq.com/support/s/article/How-do-I-import-customers-passwords-in-bulk.
2. You can then email all customers their new password, or ask them to reset their password at the URL: http://www.yoursitehere.com.au/_myacct/forgotpwd

 

Either way, every customer will have a new password.
