The code has to go before the body tag on every page of the website. Just don't want to mess around with the pages when I don't have Neto doc help to follow.

We have used Tawk.to for quite a while and have had no issues with integrating it with Neto. It is quite a good free solution for a live chat add-on to Neto and is reasonably customizable for your personal situation and requirements.
If you want to hear of other people's experiences with it, I suggest you become a member of the NETO E-Commerce Users Group on Facebook. It has plenty of discussions about using Tawk.to with Neto and everyone helps each other when any issues arise.
You only need to insert the code at the bottom of the footers template and it will appear across your entire website.

We have the Tawk.to script at the very bottom of the footer page just prior to the closing </body> and </html> tags.
The file you need to add the script to is located at /theme_name/templates/footers/template.html which can be accessed via the cPanel if you feel confident enough to make code changes.

There's no need to edit the template files directly. Neto lets you easily add custom scripts:

Adding it this way makes it much easier to maintain multiple scripts and switch them on and off as required.
