we are currently migrating a woocommerce shop over to neto. The customer list that was generated from woocommerce only contains the "password encrypted by other system" column, but not the password. Will this be enough for users to login?

Sounds like Woo doesn't store passwords in plain text, which is good practice. But it also means that customers won't be able to log in with their old passwords, as Neto can't use the encrypted passwords.
Best practice in these cases is to email your customers letting them know you're migrating platforms, and that for security purposes they will need to reset their passwords for the new site.
