For example Western Australia is two hours behind us. If we set an advert to be viewable from 2pm would people visiting the website from WA see the advert at 12:00pm their time or would they see it at 2:00pm their time?

Adverts and price promotions work off the timezone the control panel is set to. So in your example, the visitor in WA would see the advert at 12pm.
Thanks Curtis, is there a way to identify the timezone that the cpanel is set to? At the moment I've got a few neto sites that are 1 hour out of sync due to daylight savings. Is there a way to correct the time without having to wait for someone on the support team?
There's no visible settings to change the timezone, so it needs to be raised with the support team.
