Does anyone know of a solution to make available physical gift cards for customers to purchase and use in store?
How fancy do you need them to be? A Neto gift voucher is controlled by just the voucher number and the secret key. You could print or hand write these on a nice pre-printed gift voucher (which is how we do it). They can then be posted to customers and used online or in-store.
If you need to generate a very large number of gift cards it is possible to create custom print docs in Neto which will effectively do the mail merging for you. I doubt it's worth bothering with for most businesses.
The very long secret key can be a problem for customers typing it in. You can change the length of this key under All Settings > Advanced Configuration > filter name to VOUCHER_SECRET_LENGTH.

We want hard plastic cards which are pretty standard across retail.
How do you deal with balances? Say someone purchases a $200 gift card for a family member, they come in purchase $120, does the remaining $80 stay on the card?
