the support documentation referred me to Control Panel Operator Rules but i couldn't find it there...

I'm not sure if that option is still available in the interface, but I'm pretty sure it's controlled by the Advanced Config SEND_FIRST_PURCHASE_EMAIL. You'll have to test it though, the configs for emails are a little confusing.
