Allow delete payment methods where no transactions exist
Deactivated Member
Customer has attempted to setup a payment method several times, rather than editing existing payment method and the site continues to create new methods. Customers end up with a big long list of methods which starts to run off the page and get confusing. Lowers risk customer will activate/inactivate wrong payment method. Keeps payment methods section manageable.
