Additional Flat Rate Surcharge for Payment Methods

Some customers want to pass payment gateway surcharges (for using a platform to process payments) directly on to customers. For example, eWay have a surcharge of 1.9% + 20c for Visa and Mastercard. Currently, only percentage surcharges can be applied. Increased flexibility for surcharges on payment gateways, potentially increased customer satisfaction as they don't need to put much thought into what kind of surcharges should be applied to their payment methods.
