Fortunately this capability already exists within Liquid script through the use of {% raw %} {% endraw %} tags.
Marketing Cloud evaluates Liquid script tags in 2 passes. The part of the script that you want to evaluate the value of another tag you should wrap it in the RAW tags. On the 1st pass, the other script tags are evaluated and anything within the RAW tags are left alone. Then on the second pass, the Liquid script that was within the RAW tags will then evaluate.
