Recurring Campaign associated to content feed send options.

Currently, if I want to disable a recurring campaign, I have to manually do this. I would like to propose several options.

1. Edit Campaign via API ( suggested other places ). This will allow us to automate a pause and re-enable for whatever reason.
2. Have an option on the recurring settings on what to do a failed content feed pull.
   1. Do Not Send
   2. Use last cached copy

In reality the API needs to support both options IMO.
