The backorder functionality is Global and this doesnt really make sense.
Some specialised items would be ideally backordered whilst other items may need to sell out. E.g. clearing out stock at a great price should not be able to be backordered, yet other items with a long lead time should be able to be backordered.
So I suggest backorder should be an option on individual items.
