Adding discount code for free shipping depending on location

I would like to know if there is a way to add a discount code or to a category based on users location, i.e. if user is in Sydney apply free shipping everywhere else apply shipping cost?

i have checked the promotions and marketing sections and they only offer free shipping to entire category but not location?

You could achieve this by setting up a custom shipping option in conjunction with a custom shipping zone that covers the suburbs / postcodes that you want to offer free shipping to.

If you want to offer free shipping to all orders in this zone by default you can set it to free in the shipping setup. If you want to restrict free shipping to only customers in the zone that enter a discount code there is a shipping option condition in the advanced discount setup.
