This is a bit of a limitation in Neto. If your theme has been designed to allow filtering of adverts so they only apply to certain pages, there is no simple way to show them on every page.

 

However, the theme templates themselves can be modified so the advert tag ignores the location and instead shows all adverts in a group. That will require some web development knowledge. Alternatively you could contact a Neto partner, it's a very simple tweak.
