We want to be able to add Signature on Delivery and Insurance as an option for Austpost, we dont have e-parcel
I'm not sure how to do this specifically for a particular shipping method, or if you even can, but you might be able to do what you need with options in the Checkout Settings.

Here (at the bottom under Shipping rules) you have options such as:
Hide authority to leave (signature required) option
Signature required by default for all orders
Or below that you could a "Custom customer field".
Maybe add a true/false field.
