Inactive items cannot be added to normal orders, but when you create a new order from an rma, if the product in question was "inactive" it will add it to the new RMA order.
there should be a filter to ensure that this item is not added to the new order.
When we mark an item as inactive, it should never be able to be sent out as part of an order.
