Allow eParcel integration to use cost price for transit cover

Australia Post will only provide transit cover for the wholesale price of a parcel. We need the cost price of the products in a parcel to be used for eParcel transit cover. Currently only the sale price is used in the eParcel manifest. Allows correct transit cover to be charged.
