Checkout fields - Toggle 'Company' Required On/Off

Our customer would like to have their store open to new customer registrations, however they would also like the Company field at checkout to be made mandatory, so they can use this as a way of sourcing new leads within their industry. Currently all of their known customers are set up as users however there are many stores who would be interested in their products that aren't currently stocking them.
