Web designer recommendations

We need our site redone again and the last mob we used did a kind of half ass job of everything including the marketing side we paid stupid money for. Anyone had any good results with an independent developer who can get the site looking better?

There's only like 7 people in the directory and the quotes I've gotten from them are literally up to 10 times what I've been quoted on comparable platforms.
