At the moment the Free Product discount/voucher option cannot be used to add free $20 gift cards to the cart or use kitted items as the free gift. It only allows 'simple products'. I think this needs to be reworked to include gift vouchers and kitted items.
"The Free Product discount is only intended for simple items, and as such, the free gift cannot be a gift voucher or kitted product."
