Allow users to choose what the default shipping method selected on cart & checko

The shipping calculator on cart & checkout defaults to the cheapest shipping method. This is often a problem for customers who offer free pickup - their customers then think they have free shipping and continue to check out not realising it's a pick up method. We get a lot of requests for this functionality, and customers are generally unhappy when we tell them the only way to change this is with a billable design tweak, and even then they only get an option of ETA or price to sort by - sort order isn't available to the shipping_method function.
