When setting up a manual service and rates table, the minimum charge currently applies per article. For multi article shipments this can incur a large shipping quote as the carrier will often only have a minimum charge per consignment.
It would be good to have the minimum charge apply at a consignment level. Or a toggle to chose how it applies.
